PST refunds
Already paid PST on a higher book value? You may qualify for a refund.
If your vehicle's condition supports a lower value, an appraisal may help you recover part of the PST you paid. One deadline decides everything: the Ministry of Finance must receive your completed appraisal (FIN 320) and refund application (FIN 355/MV) within 30 days of the date you registered — so check your registration date first.
That receipt deadline comes from the Province's own rules — see Bulletin PST 308, PST on Vehicles and the FIN 355/MV refund application. Ordering an appraisal inside the window isn't enough on its own; the Ministry must have the paperwork in hand.

Get your vehicle appraised
Order your appraisal and provide your vehicle details and photos. Your signed FIN 320 documents your vehicle's condition and value. Standard is $79 + tax; a rush option is available for $99 + tax.
Prepare your refund application
Complete the BC Ministry of Finance refund application, form FIN 355/MV, and gather your supporting documents: your bill of sale and your validated Transfer/Tax form from the broker. Prepare it yourself, or add our optional preparation service below.
Submit both documents before the deadline
Send your completed FIN 355/MV application and your appraisal to the BC Ministry of Finance (Consumer Taxation Programs Branch, PO Box 9628 Stn Prov Govt, Victoria BC V8W 9N6). You submit the package yourself; we never submit it for you. The refund decision and payment come from the Ministry, not ICBC.
Appraisal only, or appraisal plus preparation
Appraisal only: $79 + tax standard, or $99 + tax rush. Your signed FIN 320, delivered by email. You prepare and submit your own refund application.
Optional: Add complete ICBC refund application preparation for $49 + tax. Save yourself the paperwork. Receive your signed appraisal, a prepared refund application and a checklist of supporting documents. Review, sign and submit your package to the Ministry of Finance.
As a complete package, a standard appraisal with preparation comes to $128 + tax ($148 + tax with rush).

Guarantee details
We review your vehicle's details before issuing your appraisal. If the supported PST savings do not exceed your total service charge, including applicable taxes, we'll refund your payment.
Before issuing your signed appraisal, we check whether the supported PST savings exceed everything you paid us, including any rush upgrade, optional preparation fee and applicable taxes. If they do not, we stop and refund your full payment.
After delivery, if you believe the appraisal did not produce the supported savings, send us the relevant broker paperwork or Ministry decision and we will review it. A change of mind, or choosing not to use a completed appraisal, does not by itself qualify.
This guarantee does not limit your rights in the case of genuine errors or other applicable customer rights.
Illustrative example: you paid $14,000 for a vehicle with a wholesale book value of $19,500 and were charged 12% PST on the book value, $2,340. With an appraisal supporting $14,000, the correct tax is $1,680. That is a refund of $660, against a standard appraisal fee of $79 + tax.
